On 6 October 2026, Meta told advertisers its AI assistant will soon create campaigns, update targeting and change budgets just by being asked. A month earlier it launched a personal AI agent that checks out on a shopper's behalf. And in March it changed what counts as a click-through conversion, which can make a dashboard look worse without anyone touching a campaign.
The changes that move your results are buried among dozens that don't. This page sorts them: first the five that matter most right now, ranked, each with one thing to do. Then a dated changelog, newest first, where entries link to Meta's own announcement, help page or changelog, and the few that rest on a news report name the outlet. Anything announced but not shipped, or spotted by practitioners but not documented by Meta, sits in its own labelled section.

In a Nutshell
- Your reports changed before your results did. Since March, click-through attribution counts only link clicks, and an engaged video view starts at 5 seconds instead of 10. Q4 2026 versus Q4 2025 in Ads Manager is apples to oranges.
- Meta now rewards different creative, and scores it. Meta credits upgraded ranking and user-understanding models with a 15.7% lift in conversions on Facebook, and a creative diversity label (High, Medium, Low) started appearing in Ads Manager around late August.
- AI can now touch your account. Ads AI connectors, agent rules, Meta AI account audits and the October assistant tests mean agents can draft and edit campaigns. Set permissions first.
- Acquisition got a proper setting. Customer Lifecycle Strategy opened to every advertiser on 6 October. It is only as good as your customer lists.
- Europe got more expensive. Since 1 July, location fees of 2% to 5% apply to ads delivered in the UK, France, Italy, Spain, Austria and Türkiye, on top of budget.
- Threads and WhatsApp are real inventory. Threads ads reach all users globally, and click-to-WhatsApp conversations get a free window of up to 7 days.

The Changes That Matter Most Right Now
Ranked by how much money each can move in a typical account heading into the Q4 auction, not by how loudly Meta announced it.
- The attribution rewrite (announced 3 March) Click-through attribution for website and in-store conversions now counts link clicks only. Conversions after a like, share or save moved to engage-through attribution, and an engaged video view starts at 5 seconds, not 10. Reported click-through conversions can fall with no change in real sales. What to do: compare this Black Friday to last year's on backend revenue, never on the click column alone.
- Smarter ranking, and a creative diversity score (late July and late August) Meta says upgraded user-understanding models, combined with its GEM ranking model and sequence learning, lifted ad clicks 8.3% and conversions 15.7% on Facebook in Q2, the same quarter it put its first generative model into ads retrieval. Then a Creative diversity label appeared in Ads Manager, built by comparing how similar the images and video thumbnails in an ad set look. What to do: add the column today and fix every Low ad set with genuinely different visuals.
- AI agents that can edit your campaigns (April to October) Meta's ads MCP server lets outside AI tools build and edit campaigns, Meta AI can audit an account, and on 6 October Meta began testing an assistant that changes targeting and budgets on request. What to do: set ads MCP server rules and approval permissions now, before anyone connects an agent with full access.
- Customer Lifecycle Strategy for everyone (6 October) Mark a campaign as acquisition and Meta recommends excluding existing customers, but those exclusions are still audiences you choose. What to do: build one clean, labelled existing-customer audience, attach it to every prospecting campaign, and judge prospecting on cost per new customer.
- Location fees on UK, EU and Türkiye delivery (since 1 July) Ads delivered in the UK (2%), France, Italy and Spain (3%), and Austria and Türkiye (5%) carry a fee billed on top of budget, based on where impressions land. What to do: add the fee to Q4 forecasts and targets for those markets.
Q4 2025 reporting counted conversions after any click (likes, shares, saves) as click-through, and an engaged video view needed 10 seconds. Q4 2026 counts only link clicks, and an engaged view starts at 5 seconds. Meta's reasoning: 46% of online purchase conversions with Reels happen within the first 2 seconds of attention. Same campaign, same sales, different columns. Compare backend revenue and new customers year on year, and use Ads Manager for trends within 2026 only.
Just outside the top five: the click-to-WhatsApp free window grew to 7 days on 28 September, and Threads placements are now switched on in campaigns by default.

Meta used Advertising Week New York to show where Ads Manager is heading: an assistant that acts, not just advises.
The Meta AI assistant moves from advice to action (6 October)
What changed: At Advertising Week New York, Meta said its business assistant in Ads Manager now remembers more about your business (last quarter's tests, seasonality, goals) and pulls in creative insights from Ads Creative Studio, which is rolling out more broadly. It is testing agentic features: create a campaign, generate imagery and text, update targeting or change a budget conversationally, plus scheduled weekly summaries and budget reminders. Meta claims advertisers who adopt the assistant's recommendations typically see 5% more conversions at the same cost per conversion. Agent-staged work from the ads MCP server now lands as a draft in Ads Manager. Social Media Today covers the same list.
Who it affects: Everyone who manages campaigns in Ads Manager.
What to do: Treat the 5% as a hypothesis. Apply recommendations to one campaign and leave a comparable one alone as a control. Keep budget and targeting changes behind human approval.
Customer Lifecycle Strategy opens to all advertisers (6 October)
What changed: Customer Lifecycle Strategy is now available to everyone: mark a campaign as acquisition and Meta recommends excluding existing customers. Meta is testing exclusion of a whole customer group through a single Audience Label, and says AI-enabled audience discovery (describe your customer in plain language) reaches Detailed Targeting by the end of the year.
Who it affects: Ecommerce and subscription brands paying to reacquire customers they already have.
What to do: Jon Loomer's hands-on test found the exclusions are custom audiences you pick manually. Refresh customer list uploads, label them and confirm purchaser audiences are populated.
Video from static images is generally available (6 October)
What changed: Generating video from static assets in Advantage+ creative is now generally available. Catalog advertisers in beta can turn product images into product video, and Ads Creative Studio can change hooks, audio, length, captions and end scenes. Meta says more than 60% of time on Facebook and Instagram is spent with video. The same day, Meta's API changelog noted video ads in Instagram search results are gradually rolling out.
Who it affects: Advertisers whose creative is mostly static.
What to do: Add a video format to all-static ad sets (it also lifts their diversity score), and check every output for product accuracy.
WhatsApp Business Platform pricing changes (1 October)
What changed: Per the WhatsApp Business Platform changelog, new rates took effect on 1 October. Service messages beyond 1,000 free per business phone number per month are now charged, reactions are the only service message type that stays free, and a max-price control for marketing messages entered open beta.
Who it affects: Brands running click-to-WhatsApp ads or support on the platform.
What to do: Check monthly service message volume per number. Above 1,000, the click-to-WhatsApp free window (see September) becomes the cheaper place to hold those conversations.
Meta's ad terms are consolidated (effective 30 October)
What changed: Updated Commercial Terms and Self-Serve Ad Terms take effect on 30 October. The Product Catalog Terms fold into the Commercial Terms, and the Ad Creative Generative AI Terms fold into the Self-Serve Ad Terms.
Who it affects: Every advertiser, especially users of Meta's generative AI creative tools.
What to do: Have whoever owns legal read the new Self-Serve Ad Terms. No campaign changes needed.
Coming up on 27 October: removals announced with Marketing API v26.0 extend to all API versions, including the Messenger Stories placement and poll ad creation. If a third-party tool builds your campaigns, ask the vendor whether it is ready.
September 2026
September's biggest Meta story wasn't in Ads Manager at all. It was Muse.
Muse: Meta's personal AI agent that shops (8, 23 and 29 September)
What changed: Meta launched Muse on 8 September, a personal AI agent rolling out in the US that can browse, fill in forms and check out for people via Link by Stripe. At Connect on 23 September it added shopping connectors for Walmart, Best Buy, Sephora, Ulta, Wayfair and others, on top of the Shopify catalogue it launched with. On 29 September, Muse for Small Business let owners in the US and Canada connect Meta ad accounts, Shopify and Klaviyo, and ask it to analyse ads and draft next week's campaign, with nothing spending without approval. Meta says Muse conversations aren't shared with its ads systems.
Who it affects: Ecommerce brands, and small businesses that want an assistant on their ad account.
What to do: Clean up the product data agents read (titles, prices, availability, variants) in your Shopify and Meta catalogues. If you trial Muse for Small Business, check its read of your account against your own before acting.
Creator Marketing Hub goes global (15 September)
What changed: At IAB Global Creator Week, Meta launched Creator Marketing Hub globally, with features arriving through the year: filters for creators already featuring your products, content permissions with expiry dates, and one-click Partnership Ad creation. Facebook creators joined the Creator Marketplace API, Partnership Ads are coming to the Meta ads MCP connector, and Instagram Live video ads will be globally available.
Who it affects: Brands and agencies running Partnership Ads.
What to do: Move creator sourcing into the Hub and set an expiry date on every content permission.
Meta One: paid plans for business tools (15 September)
What changed: Meta introduced Meta One on 15 September and began rolling out Meta One plans for businesses globally: Essential ($14.99 a month), Advanced ($49.99), Expert ($149) and Max ($499), priced per asset. They bundle a verified badge, links in organic posts and Reels, Competitive Insights, more Meta Business Agent responses and, on the top tiers, human account support. Meta says the core experience stays free.
Who it affects: Organic, messaging and support teams. These are business tools, not ad delivery features.
What to do: If reaching a human about a high-spend account has been painful, price Expert or Max against what slow support costs you. Otherwise, skip it.
Threads ads no longer need an Instagram account (from September)
What changed: A Help Center notice says that from September 2026, Threads and Instagram usernames no longer have to match to run Threads ads, and businesses without Instagram can advertise from their Threads profile. It is rolling out gradually; your business portfolio still needs a Facebook Page or Instagram professional profile.
Who it affects: B2B, media and founder-led brands active on Threads but not Instagram.
What to do: Add the Threads profile to your business portfolio and test it as its own identity. Threads crossed 500 million monthly actives in Q2, per Meta's earnings call.
Click-to-WhatsApp gets a free window of up to 7 days (28 September)
What changed: Meta's WhatsApp changelog says the free entry point window for conversations started from a click-to-WhatsApp ad now stays open for up to 7 days, up from 72 hours, and any message type is free while it's open.
Who it affects: Lead generation, real estate, education and other high-consideration advertisers.
What to do: Rewrite follow-ups to use the full week: a same-day answer, a mid-week proof point and an offer before the window closes.
August 2026
Meta AI can audit your ad account (19 August)
What changed: Meta announced that Meta AI can connect to your Facebook and Instagram accounts, Meta ad campaigns and Google Workspace to audit and optimise campaigns, benchmark you against similar brands and run recurring reports.
Who it affects: Small teams without a dedicated analyst.
What to do: Use it for a first draft of the weekly report, but check any "raise the budget" suggestion against your own backend numbers.
Ads Manager starts scoring creative diversity (late August)
What changed: A Creative diversity metric labels each ad set or account High, Medium or Low, by comparing the images and video thumbnails in an ad set for similarity. Meta says it shows when more varied creative is needed to prevent fatigue. Meta's help page is undated and marks the metric as estimated and in development; practitioners first spotted it in Ads Manager around 26 August.
Who it affects: Every advertiser running more than one ad per ad set.
What to do: Add the column. A Low score usually means variations of one idea, the near-duplicate problem we unpack in why Meta ads stop working after a few days. Fix it with different visuals, formats and angles. A creative team that briefs by concept beats one that briefs by volume.
Three reporting breakdowns now need switching on (6 August)
What changed: Per Meta's out-of-cycle changelog, the device, hourly and frequency breakdowns in the Ads Insights API now require enablement for certain ad accounts. Requests for accounts that haven't enabled them may simply return no results.
Who it affects: Anyone pulling Meta data into Looker Studio or a BI tool.
What to do: If device or frequency charts went to zero in August, an account admin can request access to the breakdowns in Ads Manager.
Exclusion-only custom audiences (August)
What changed: Meta's Help Center now documents exclusion-only custom audiences (the page is undated; it surfaced in early August): customer lists that can only exclude, can't seed lookalikes or value rules, and can't be converted later. Not available for Special Ad Categories.
Who it affects: Regulated advertisers and anyone with opt-out or do-not-target lists.
What to do: Rebuild suppression lists as exclusion-only, so nobody repurposes them for targeting.
Teen time limits agreed with 52 US attorneys general (26 August)
What changed: Meta agreed to a default two-hour daily limit for teens across Facebook and Instagram, a default block between midnight and 6am, and notifications muted from 8am to 3pm.
Who it affects: Brands reaching US teens: education, gaming, apparel and entertainment.
What to do: Meta's announcement gives no rollout date for the new defaults. Once they land, expect less teen inventory and plan around the hours teens can actually use the apps.
July 2026
Location fees go live (1 July)
What changed: Announced in March (Reuters), Meta's location fees apply from 1 July: UK 2%; France, Italy and Spain 3%; Austria and Türkiye 5%. The fee depends on where impressions are delivered, not where your business is, sits outside your budget and spend cap, and appears as its own invoice line. Meta's example: $100 of delivery in Italy costs $103. VAT is calculated on the total.
Who it affects: Anyone delivering ads in those six countries, including Indian, US and Gulf brands targeting UK or EU audiences.
What to do: Your budget won't absorb the fee, so plan total cost in those markets as budget plus fee, and tighten ROAS and CPA targets there by the same percentage.
Muse Image heads into Advantage+ creative (7 July)
What changed: Meta said Muse Image, the first image model from Meta Superintelligence Labs, would power image generation in Advantage+ creative "in the coming weeks", with better photorealism and product integrity. More than 8 million advertisers use at least one of Meta's generative AI creative tools.
Who it affects: Anyone using AI-generated image variations in Advantage+ creative.
What to do: Re-test generated variations you switched off before, approving them one by one for product accuracy.
AI agents get rules (16 July)
What changed: Meta updated its ads AI connectors so any AI application can connect to the ads MCP server through your own developer app, and introduced ads MCP server rules that let business portfolio admins govern what agents can do, including budget changes.
Who it affects: Agencies and in-house teams experimenting with AI agents.
What to do: Read-only for reporting agents; approval required for anything that spends.
Marketing API v26.0 retires placements and formats (29 July)
What changed: Marketing API v26.0 removed the Instagram Explore Feed placement (delivery there stops and spend shifts to other placements), began dropping Messenger Stories from ad sets built through the API (Meta says Ads Manager isn't affected), and blocked poll ad creation through the API. The Messenger Stories and poll changes extend to every API version on 27 October. It also added offsite conversion and landing page view optimisation to WhatsApp Status ads.
Who it affects: Anyone with Explore in saved placements, and advertisers whose campaigns are built through the API or third-party buying tools.
What to do: Remove Explore Feed from saved placement templates. If a tool builds your campaigns, check it has dropped Messenger Stories and poll creatives before 27 October.
Q2 earnings: ads cost more, and ranking got smarter (29 July)
What changed: Meta's Q2 2026 results showed ad impressions up 14% and average price per ad up 12% year on year. On the earnings call, Meta said it deployed its first generative model in ads retrieval (Meta Generative Recommender) and saw "notable improvements" in ad performance. Separately, it said upgraded user-understanding models, combined with GEM ranking and sequence learning, drove an 8.3% increase in ad clicks and a 15.7% uplift in conversions on Facebook. Advantage+ end-to-end solutions passed a $75 billion annual revenue run-rate, the global Threads ads expansion was completed, and WhatsApp Status ads stayed "on track" for global rollout.
Who it affects: Everyone.

June 2026
Meta Business Agent goes global and reaches Instagram (3 June)
What changed: Meta expanded Meta Business Agent to businesses of all sizes globally and to Instagram, alongside WhatsApp and Messenger. It answers customers, recommends products, books appointments and qualifies leads. It's free to start, and Meta says more than a million businesses already use it. The paid tiers it promised arrived in September: Meta One plans unlock more Business Agent responses.
Who it affects: Any advertiser sending ad clicks into DMs.
What to do: Train the agent on your real FAQs and pricing before pointing click-to-message ads at it, and read transcripts weekly. If DM leads are already junk, fix qualification first with our guide to bad-quality Meta leads.
Reels post-view ads reach all advertisers (8 June)
What changed: Instagram told Social Media Today it was rolling out Reels post-view ads globally: a skippable ad after eligible organic Reels longer than 60 seconds, booked through existing Reels ad tools.
Who it affects: Video advertisers using Reels placements.
What to do: Watch for it in your Reels delivery, and make sure your Reels creative still works as a skippable ad that plays after someone else's video.
The "activity off Meta technologies" control is retired (8 to 9 June)
What changed: Meta said data businesses already share, such as purchases on other websites, will personalise Feed content and Meta AI answers as well as ads. It is expanding "Activity from other businesses" and discontinuing "Your activity off Meta technologies", and says no new data is collected.
Who it affects: Every Pixel and Conversions API user, indirectly.
What to do: Nothing in Ads Manager. Check your privacy notice still describes how you share event data with Meta.
Cannes: AI creative tools, translations and shoppable live video (17 and 23 June)
What changed: On 17 June Meta scaled live video ads to Instagram and globally on Facebook, announced virtual cards with Mastercard and Visa for checkout, and let creators in 22 countries tag catalog products on Instagram. On 23 June it announced a creative tool with "brand memory" (in testing), text generation for text inside images, and new translations: five more languages for text on media, and 11 more for video voiceover, including Hindi and Arabic. It also cited its own study claiming $4.13 in revenue per dollar spent on Meta, up 25% since 2022.
Who it affects: Multi-market advertisers, and anyone selling through creators or live streams.
What to do: Test AI voiceover on your best video before paying for re-shoots in new languages. Treat the $4.13 figure as Meta's marketing, not your benchmark.

Announced by Meta, not live for everyone
- AI-enabled audience discovery in Detailed Targeting, due "by the end of the year" (Advertising Week).
- An assistant that builds campaigns and changes targeting and budgets by conversation: in testing.
- Direct checkout inside Meta AI with Adyen, PayPal, Shopify and Stripe: testing "this fall".
- Muse on Meta's AI glasses, "in the coming months" (Connect).
- WhatsApp Status ads everywhere. Meta says it is "on track toward our global rollout", so availability still varies by market.
- Legacy ASC/AAC campaigns paused. Meta's February developer note tied this to v26.0, "estimated September 2026", but the v26.0 release notes on 29 July didn't confirm it. If you still run any, duplicate them now.
Reported by practitioners, not documented by Meta
- Placement exclusions removed from ad sets. Since around 19 August some advertisers see an in-product notice that excluding placements, platforms, devices and operating systems will no longer be available. Jon Loomer reports a test on Sales and Leads objectives, and Social Media Today notes no timeline. Fallbacks: placement value rules (Loomer counts seven eligible placements) and account-level placement controls.
- 730-day purchase audiences. Common Thread Co. reports that from 18 May the maximum retention for purchase-event audiences rose from 180 to 730 days, with existing audiences migrated automatically. We found no Meta announcement, and Meta's own website custom audience developer docs still cite 180 days for the API field and 365 days as the longest duration, so check your purchaser audiences' retention setting either way.
How to Stay on Top of Meta Ads Changes
Meta has no single changelog. These are the places each kind of update shows up first.

When results move suddenly, run three checks before changing anything. Is there an incident on Meta Status? Did a measurement change land on that date? Did a placement or format appear or disappear in your breakdown? Most "the algorithm changed" moments in 2026 were one of those three.

Your Q4 2026 Meta Ads Action Checklist
Work through this once before the holiday ramp, then again whenever this page updates.
- Reporting: annotate 12 January and 3 March in your dashboards, and compare Q4 year on year on backend revenue and new customers. If your reporting can't do that yet, our analytics and reporting work fixes it.
- Creative: add the Creative diversity column; no ad set enters Q4 with a Low score. Use video-from-static where an ad set is all-static.
- AI governance: set ads MCP server rules and decide who approves agent changes.
- Audiences: build a labelled existing-customer audience for Customer Lifecycle Strategy, rebuild suppression lists as exclusion-only, and check purchaser audience retention.
- Budgets: add location fees for the six affected countries, and plan for higher CPMs (price per ad was up 12% in Q2).
- Placements: remove Explore Feed from templates, make sure API-built campaigns have dropped Messenger Stories, and decide deliberately on Threads and Instagram search.

Ads Manager now also scores creative diversity, a sign that distinct creative matters more than near-duplicates.

Since 16 December 2025, Meta uses people's conversations with Meta AI to personalise ads, outside the EU, UK and South Korea. In June 2026 it said shared business activity data will personalise Feed and AI answers too, and it retired the 'Your activity off Meta technologies' control.
